Healthcare Systems (Part 2): The French Experience

Abstract

The French healthcare system is based on public health insurance which is one of the social security insurance system’s entitlement programmes, complemented by elements of tax-based financing and complementary voluntary health insurance (multi- payer system). The healthcare is regulated by the state (parliament, the government and ministries) and the statutory health insurance funds. Physicians are paid fee-for- service, with or without health coverage. Hospitals are either not- for-profit, public or for-profit. It comprehensively benefits most of the population, with no waiting list, and patients can choose provider and hospital, and it has been classified “the best health system in the world by WHO in 2000, but is still inequitable.
