Abstract
The opportunities of the new science of Valeology (which means a healthy way of life) as a scientific method for the implementation of the humanistic ideas of M. Gaddafi’s Third Universal Theory in organizing a public health care system are discussed. Health is viewed as a category which is not only a medical/biological one, but is also a social which is more general than that of disease and the essence of which can be quantitatively and qualitatively described through direct parameters. Pre-disease and disease are considered particular cases of health when its level is lowered or it has flaws. A disease is formed and manifested when health reserves become depleted. The social essence of an individual’s health is inseparably connected to the notions of the individual’s freedom. The concept of a new and unique public structure “the health-creating management system” is presented, targeted not only at ensuring the maximum possible level of individual health within a given social system, but also at ensuring conditions required for continuous strengthening of individual health in the state in the changing conditions and environment. The paper explores valeology’s definitive role in the formation of family medicine, doctors’ professional ethics, and practical advancement of the Jamahiriya health care system, as well as further development of ideas of the Third Universal Theory. The paper is one of interest for physicians, health care organizers and public figures interested in the Third Universal Theory and individual health issues.
